On January 14, 2020 at approximately 9:30 a.m., Raleigh Police Department officers responded to a report of a hit and run in the 3500 block of Wake Forest Road. Before officers arrived on the scene the suspect vehicle fled the area and was involved in a second hit and run in a parking lot at St. Albans Drive and Wake Forest Road. While fleeing the scene of the second collision the vehicle struck a pole at 4320 Wingate Drive. A short time later, an officer spotted a vehicle matching the description from the three earlier hit and run incidents driving erratically on Navaho Drive. The officer initiated a traffic stop and observed that the driver appeared to be impaired while transporting three passengers. When Mr. Batista-Concepcion ignored repeated commands to place his hands on the wheel, the officer ordered him to get out of the vehicle. Mr. Batista-Concepcion failed to follow the officer’s commands and officers used force to remove him from the vehicle. Braily Andres Batista-Concepcion was subsequently charged with DWI, three counts of Hit and Run, two counts of Contributing to the Delinquency of a Minor, Simple Possession of Marijuana, and Resist, Delay and Obstruct.

For anyone complaining about the way they treated him, this guy was intoxicated, had committed THREE hit and runs and was driving erratically on the road when they found him. He then refused to exit the vehicle. Imagine if they had not removed him from the car and he drove off and had a head on collision with your family member and killed them. These officers took this dangerous intoxicated guy off the road for all of our safety, and used necessary force to remove him from the vehicle.
I would have been OK with MORE than necessary force, but yeah, good ending.
Punching and kicking is not necessary force, but it is assault. The guy us a pos for sure, but police are supposed to use pain compliance techniques and not punch and kick.

I like how the person in the back seat started recording on his phone and posted 1/2 the story to twitter resulting in a public outrage. Then we see the whole video and it makes much more sense. We need to learn to find out the whole truth before jumping to conclusions.

This seemed pretty damn rough to me at first and then the cop summed it up pretty well to me at the end, the guy that pulled up didn’t know if they were dealing with an armed individual, there were several people in the car trying to get out and there were only 2 officers, and when he pulled up the guy was already resisting. Let's not forget why he was pulled over. Other cities would've already had guns drawn.
Also, it was because he had been in 3 hit and runs that day and wouldn't turn the car off. I'm sure the first officer went hands on so quick because he couldn't let a dangerous driver like that drive away from that stop.
@@buddhaway Not even just wouldn't shut off the car, but after the car was stopped and the officer was out of his car, the guy did drive ahead even if only a few feet. He had more than ample grounds to be concerned the guy was going to drive off again.

1st cop had no fear about pulling-out the uncooperative male in drivers' seat! Considering there were 3-4 more people in the car, I'd have probably waited for backup, but, he certainly took-control of the situation. God bless our cops.

don't get me wrong I am very pro-police but I do see a few issues with this. I get the car started to pull away a bit but he should have done more to defuse the situation also he was rough on the passengers for no reason. The gals released cell phone footage starting at the cop using force, and of course the narrative was set wi5out the full context of the situation. The video got millions of outrage views and the virtue signalling mendicant mob decried the police officer’s ‘blatant and un-provocated assault’...sound familiar.
I love how the release of these videos gives the full story, it’s just a shame that the lie has already been set and even with this available, people will maintain their narrative because they are conditioned to be ignorant fools.

The Police officer started out alone, against 4 people in the car (reported hit and run per the description box), against a car that didn't really seem to want to stop (it kept sliding forwards), against a driver that straight up ignored him, etc.. That left him with very few options (basically "engage" or "pull back and wait for reinforcements"). He chose to engage, which i have no issue with, other than that he was outnumbered if it had turned ugly.
The passengers were, in my opinion, literally handled with silk gloves.. they were passing things between them, reacting across seats and whatnot.. how many times in these video's has that been the prelude of someone getting a gun out ? Then at 1:45'ish, the backseat passengers just get out (i think the fatso made a run for it), which is another insanely dangerous situation, etc etc.. A couple of them could have gotten shot, and i wouldn't have had many objections....
The moment you don't comply you will get hurt. End of discussion. NEXT!!

this is a little different as his car has obviously been in an accident and matches description of hit and run ... there was no way he was getting back on the road in 2-3 minutes even if he fully complied with the officer. The only thing compliance would have done for him here is saved him from the injuries he sustained by being removed from the car with force.
I've found if you don't speed, break the law, or drive while under the influence, you almost never get pulled over. Police have better things to do, as this video demonstrates.
@@BuceGar I've gotten pulled over because I slowed down to 5 milles per hour instead of 0 on a stop sign when there was no one around the area. That sucked. I had to get to school and I was a minute late >:(.

I am afraid I will not agree with you. I understand the use of force at 0:54. But if you look at 2:58. The officer used force again. I don’t see any reason why the officer can use force at this instant because the female suspect is not resisting. Additionally, the officer didn’t give commands to the female suspect before the encounter.
