So basically he did an empty pivot at just the right distance to barely slide off the platform, and then did a dair and drifted back on.

I think platform cancel dair isn't possible with falco
Evry character has a box(ecb) that determines where their "feet" or bottom is while airborne. When you drop through a platform your ECB is automatically lower than the platform. Certain moves raise a character's ECB by a large enough amount to raise it back above the platform if done quickly enough after a platform drop.
looks hard af to do it with nair because you need to bring the stick back to neutral in 1 frame. that's cracked af
you don't fall through the platform on the first frame you press down, so it's actually not that tight to return the stick to neutral

No, regular ending lag, and the L cancel is more difficult to hit imo
