The thing is Pixel 3 is running a beta build of Android Q which is a couple months old already (launch not expected until late August), as noted by Google the performance optimizations are implemented in the release candidate builds / production builds after all the bugs are ironed out (which is the priority when launching a new OS), the Geekbench test in this video shows the unoptimized libraries slowing the phone down (normal score for a Pixel 3 on Android 9 = 2300 for single core, 8000 for multi core) . We know different OS don't affect much system performance as long as they're official, public builds and not betas which can impact the performance of apps, storage speed and even CPU speed as exemplified. The test is biased against the Pixel 3 by using beta software with throttled down performance (since system reliability is a work in progress) yet it manages to outperform the Pixel 3a on official Android 9 factory image, not a marginal win in light of these considerations.

Pixel RAM Management is unacceptable.
