Couldn't tell what kind of cutter handles those are but let's just they're H.K. Porter, I would look for an old H.K. Porter catalog online with those bolt cutters and see if on the same or adjacent pages they have different accessory ends for that model in the catalog. Seems like some sort of crimper but don't know for sure or for what.
Spent several hours on Google and archive tool hkp catalogs, no matches yet. The number on the jaws, 0090NG looks like a hkp number, they have several 0090 models, just haven't found the ng model yet.

Looks like heavy-duty wiring would fit inside the crimp without damage?
