Fischl is better than Yae in Finaly because she immediately applies electro with Oz, so if there is a unit that you want the opponent to swap off of (Raiden for example), you can Fischl-Lyney instead of the usual Fischl-Nahida. Yes, Yae's summon does more on the second cast and she can apply electro with normal attacks, but you want a summon to immediately hit with an element.
