Wouldn't you want to use heavier flies when it's windy? So it makes sense to do streamers when windy but nymphs under strike indicator when still?
We have found that wind and chop on the water service gives your nymphs or leeches a lot of lifelike action under the surface. There have been times where we catch fish like crazy when there is chop, then the wind stops and the fish are not interested in our flies.
When there is no wind, we switch to streamers or a very slow retrieve with a nymph to imitate an emerging insect. Usually a bigger pheasant tail does the trick.
Are you using a floating or sinking line for the leeches
Whether we are using an indicator or no indicator, we always use a floating line and just adjust the leader length based on the depth.
