He looks like he is annoyed with the sound man for not getting his volume right, but did the show anyway. Maybe the rest of the band was tired of being outshined by their singer and messed with his volume, this was a later concert after they reunited. It seems more like a lack of volume then effort. Not like all those old timers were out there banging their heads anyway.
You can tell he’s applying some sort of voice lesson applications. He’s easing into that head voice, not tightening that throat, sounds a little extra ‘crow-y’ but relaxed, and not as much distortion like in the badmotorfinger album. This is honestly the most consistent I’ve heard him live since his loudlove era.
He "missed" a lot of the high bits. Obviously on purpose. Maybe he didnt want to risk his vocal chords or just wasn't feeling it who knows...sure he could have still gone higher. October 1996 I had the Privilege to see Soundgarden live here in my Hometown in Germany... the Down on the Upside Tour.... they played for over 2 Hours... it was MAGNIFICENT!!!!
Same year and tour: Casalecchio di Reno - Italy, September 25. They were huge. Did however a very good job (with Matt Chamberlain on drums) in Villafranca di Verona, July 2014.

Chris is and always will be one of the greatest singers of all time and if you don't agree, you are not listening! He hits notes consistently that sounds like he's at his limit but watching him sing the song, shows no struggle? His pitch is spot on especially live!. I had the opportunity to see him play acoustic in Burlington Vermont and he was simply AWAZING! Absolutely perfection..no instruments or players is buried or forgotten...riffs so kick ass they do not even need a guitar solo..playing at night adds the flavor even if the crowds is mystified.
Chris's vocal's were spot on. I think though that somewhere along the the line he either lost site of how much his "performance" mattered or - he just couldn't do it anymore or didn't care. His live stuff early on was epic.
