You're right, they didn't. However, they also didn't wash their hair as often as we do nowadays, so the hair had grit and was easier to style without so much product. That's why she has to use so much spray to obtain that vintage look. Women often wore the same style for up to a week in those days. I imagine it would get expensive to use that much hairspray though and you could get away with not using AS much, lol.
