Fully renovate it, add some proper lighting, clean everything, then sell tickets to the local towns people. Advertise in the newspaper ads maybe. Then they can buy tickets to the shelter for like $100 or so. A ticket will guarantee them entry to the shelter in the event of an emergency. Then you can use that money to renovate it further. Try to get it up to code so the city doesn't tear it down.. It would be a shame to let this place go to waste.

2 ft of domed concrete and Earth on top is an extremely strong structure that would probably hold up to big blast but it definitely will stop all radiation from entering. If the air filtration system is large enough, there is clean water, it would be safe space for weeks or a few months. People could make it more comfortable. Im emergencies you do what you have to. Would you rather go down manholes of your cities to shelter in the sewers for a couple weeks? What are your options?
