I’m just finding out that the scene with the cannon was 100% practical and was played in reverse. The machine they used actually pulled the lights down without breaking any of them or shorting out the wires. That’s just insanely awesome
Its not 100% practical, The initial cut of her starting to use it 1:21 isn't practical that's purely composite. However the transition to it "placing" the lights is. The reverse play was always vary obvious (especially in theaters).

She’s the only one they basically just put in regular makeup. The only thing they really changed is they gave her more of a lip which is weird because Whos don’t have much lip.

the real meaning behind this scene is that both women are unhappy.. instead of spending xmas with their loved ones.. they were out competing like little kids in the freezing cold.. martha for having no one who truly loves her and betty for not having no one to truly lust for her.
What really made my blood boil was how the mayor declared Martha May Whovier the winner of the holiday lighting contest when the card handed to him by one of the judges clearly stated that Betty Lou Who was the winner. I felt sorry for Betty; she went to extremes just to make her Christmas light display the best that year. Martha did the same with her display too, but Betty rightfully won the contest fair and square, and the mayor robbed her of it just so he could win the heart of a woman who ultimately loved the Grinch more than him. Just goes to show how powerful and corrupt the mayor really is, always willing to smash other people's hopes and dreams to pieces just to get what he wants.
I agree the mayor was such a bully and jealous of the grinch even during childhood years during the flashback scenes he bully the grinch and didn’t like that I’m glad towards the end the mayor got his karma for being corrupt and greedy
