What you said was largely true...the last 2-3 years of this game was basically a glorified roster update. They changed the frontend and the sprites a bit from 95 to 96 ( really went with that 90's espn2 lower cased look ) but beyond that, it was largely the same with a LITTLE bit of an improved AI.
I never realized super Nintendo got this port. I was surprised to learn that Sega Genesis had a version. By 1998, I assumed everyone would be playing on Saturn, PlayStation, or even PC. Heck a lot of guys were playing sports games on the 64. But who was still buying these games for these consoles? At this point, these games have in-depth franchise modes on the PlayStation, or you can get the same old kiddy game on your 16-bit console with marginal graphic upgrades.
Nick Van Exel! He was my favorite player as a young kid in the 90’s. I always wished he could have stuck with the lakers for the championship years.

I didn't even realize at the time NBA Live 98 was on SNES or Genesis. I had already moved on to PS1.

Sports games have a storied history of getting low effort ports way after the console's lifespan ended. Madden 04 came out on the PS1!
