I did this for someone at some point, they came to me with a jammed round, I just popped open my screwdriver on my multitool and manually extracted the round. It's really not hard, just don't smack the primer or use any thing with electricity.
For the record, I'm not trying to get others to do this. If you're comfortable around these situations, do what you know works. If you're not, step away from the gun and get help from someone who is. We're talking about an explosive here, which has the potential to launch shards of metal in a ton of different directions, if something goes wrong, potentially hurting or even killing anyone nearby. Guns are fun, but they're still deadly tools. They need to be treated with the respect they deserve.
@Crazy Ohioan Cars, Guns, and Gaming Or a knife, tbh. Just about anything you can get in the chamber and under the rim will work. Again, though, my advice isn't to go try that for your first time, cause if anything goes wrong, it can go REALLY wrong. His was a different type of blank. The gun was a revolver with a pulled snap cap glued in the cylinder so you could see the ammo in the cylinder when the gun was pointed directly at the camera. They then used dummy rounds to get the bang when you pull the trigger. The guy pulled the trigger and the snap cap didn’t stay glued in the cylinder to make a long story short. Effectively a live round. Not a solid bullet but a hollow shell and probably fragmented inside him.
Or what about Helena Hutchins, the only truly "safe" round is a dummy round, if it has the potential to fire it still has the potential to be fatal if it's a blank to the head just look up Jon Erik Hexum

You can use a barrel cleaning round, pushed down the muzzle end to push the round out of the chamber. This can push the bullet back in the case, which is bad when fired, so don't re-use the round. The paint can opener is just as viable, but not as quick, perhaps safer, if you're careful neither is that dangerous. I have paint can opener for my Springfield Armory XD/XD-M's, if you need to remove the extractor, it is the only way to get them out, and usually have to file them down a bit to fit it in the narrow space necessary.

This actually happens all the time, especially to new guns. You can also use a dental pick or anything the can slip under the rim like a bent paper clip.
