Speaking from the experience of having lived in Kyoto for year, there are SOME Japanese who just get super whack when interacting with foreigners.
Like I was walking by the uni-campus with a German friend (like me) and they immediately assumed we were american (which I don't mind) but went like "Yo wass'up, gimme high five" or whatever like we were his homies from the 90s and we didn't know these guys at all.
And you just wonder, what made them think that this was culturally appropriate at all, if you don't know anybody and don't know where they're from.
There wasn't a ton of these encounters but it was always a bit fun to play with expectations. Like they never assumed you could speak Japanese. So a couple of girls would come up to us and say something in English and we'd just answer in Japanese with "sorry, actually don't speak English."
But some interactions would just be REALLY taxing. You could talk to people IN JAPANESE and they would answer in really bad engrish that .... they .... don't speak English. YEAH I THOUGHT SO. THATS WHY I AM TALKING TO YOU IN YOUR OWN LANGUAGE. There were just people who genuinely couldn't comprehend, that a foreigner would be talking to them in their own language.

But it does make sense to some extent, Japanese have this sense of pride when they pull off English.

Hell, if my first language was from any country in Asia, I'd be proud to pull of English too. It's a confusing language when you think about it. Gotta say though, I'd much rather have that guy tell me than have Ichi, a former Yakuza, yelling at me where I can't understand him
