Sir Toby actually addresses Maria several times throughout the play with endearments/nick names, such as act 2 sc5: (Enter Maria), Sir Toby: "...How now, my little metal of India?", i.e., pure gold. Act 2 sc3: Sir Toby: "Good night, Penthesilea." Penthesilea, an amazonian queen. So, perhaps it can be said that Sir Toby's lack of clear and blatant affection towards Maria is partly due to his deep cowardice and inability to face his own emotions (his constant drunkenness), but he really does admire her, especially after she forged the letter to Malvolio (Sir Toby to Maria: "...thou most excellent devil of wit!").
Excellent point. I agree. Thanks for that. I was thinking of when he says to Sir Andrew, "and one who adores me," without declaring his own affection. He's talking to Andrew, though, and he certainly doesn't care what Andrew knows or doesn't know. And calling Maria a "beagle", I guess, is his "cowardly" declaration. Cheers:)
