I think it depends on the protagonist. GTA5's three protagonists practically spent the entire story blackmailed by cunts like Steve Haines, so it's not like they have any less restraint than Luis. And when you think about it, CJ also spent most of San Andreas being blackmailed and having something held over him, so I think most GTA protagonists would've acted similarly.
