True. Although ㄹ sounds R + L or somewhere in between, it sounds distinct "L" with vowels like ㅑㅕㅛ and ㅠ. It will also sound close to L(only close, not exactly L) when followed by consonants. It will sound close to spanish "R" when followed by vowels except mentioned above. I'm also waiting for the video about the proper pronunciation for ㄹ.
To make it a little more complicated, but easier to pronounce, when a ㄹ comes after ㅁ, or ㅇ sound, it is pronounced more like a ㄴ. So the 령 syllable in this word sounds like 녕.
