No.1 你在开玩笑吗？Nǐ zài kāi wánxiào?
玩笑 means "joke", 开玩笑 means "to play a joke".
Are you kidding? I learnt Chinese for only 1 month!
你在开玩笑吗？我刚学了一个月中文！
Nǐ zài kāi wánixiào ma? Wǒ gāng xué le yí ge yuè Zhōngwén！
Or
I didn't mean it. I'm kidding.
我不是这个意思。我开玩笑。
Wǒ bú shì zhè ge yìsi. Wǒ kāi wánxiào.
No.2 你在逗我吗？Nǐ zài dòu wǒ ma?
逗 means "to tease", so 你在逗我吗 is another a common way to say "are you kidding me". For instance,
Is this the result you said? Are you kidding me?
这就是你说的成果？你在逗我吗?
zhè jiù shì nǐ shuō de chéngguǒ ma? Nǐ zài dòu wǒ ma?
