The game was developed during the financial crisis of 2008 and their investor got broke, they were forced to release their unfinished product. In this time they got the idea to publish their products without investors. So they first started Stronghold Kingdoms to collect money for other products like Crusader 2 and Warlords. They're a small independent studio with a small budget. They haven't Microsofts money like the Age of Empires series.

It is in reference to beggars that would claim to be Mad Tom a Bedlamite who was wrongfully treated and sent out to make his way begging.

That WAS the finished product! I think they really meant it to be a "sandbox" game in a sense.
