It is definitely not helpful, but he's not entirely wrong. Telling someone that reading will help them is like telling someone to go watch tv, or to go on the internet.
It's useless advice because books are such a large medium that if you're not recommending something specific you're wasting your time.
You can easily read bullshit, feel good fiction, or even shit that promotes the same nonsense that got them locked up in the first place.
Someone close to me left prison an avid reader, but the thing was he was reading dumb shit. He was reading things like Iceberg Slim's book about being a pimp, dark psychology: how to manipulate people, and stuff that only fed into doing more crime, and of course he got locked up again shortly after that, so yeah reading won't automatically save you.
Instead give someone financial advice, tell them to surround themselves with people that are in a better space than them, tell them to get therapy, just anything other than some vague advice like read a book.

That's not really what it means. People mistake it to mean that, but book smart doesn't mean you're a nerd. Book smart means you know some stuff because you read it or heard it, and street smart means you experienced it. It's information vs. intuition.
