This techniques i had in our flat in a sack i put a layer of dried sand or soil then another layer of dried vegetable waste don't use watery waste or cooked food(unwanted worms may come if over wet)repeat this till the sack fills tie it keep aside for 3 to 5 months now semi compost is ready use this to grow plants.
