Lovely sunny afternoon in Ayr, Scotland, so I took a stroll by the beach only to see two blocked drains creating large puddles on the pavement (sidewalk). What did I do? I got a piece of driftwood and cleared them! You, Mr post 10, are an inspiration.
They beeped because they see you as the authority. The onus is on you to make eye contact, smile, wave them a go signal so that they know that you know they are there. Plus, people you make eye contact with are less likely to speed, and you'll stay drier.
Eye contact or not people should have common sense to see someone is next to a flooded street. The person plus the flooded street should mean go slow because it’s foolish to hit a flooded street fast due to the high risk of hydroplaning, losing control of the vehicle and potentially injuring or killing a pedestrian and possibly themselves. There is absolutely no excuse for speeding through a flooded street especially when there is a person on the side of the road 👁 contact or no 👁 contact.

Good work man! You actually delivered something to the society. I'm wondering why can't those authorities take preventive measures to stop happening this. For example, when the rainy season starts, they could've started cleaning the drains.
The reason that the local authorities don't take preventive measures is because the lack of funding for these small towns and cities is apparent.The other reason is because people in local positions of power don't care about the little people that live in these towns and small cities. They don't care about people and what we have to put up with.
