I know it's a few months late, but have you heard of "Infinity"? The Corvus Belli one not Disney. That game is set up in active and reactive players. Like a player 1 activates his dude and if one of your dudes has line of sight, you can declare a reaction order to shoot the guy. Dodging is avoiding an attack and movement to new cover, if successful, and also is a generic action that costs a normal order. It is even possible to react with a hacking attack vs power armor. There are even impersonator units and functional stealth in the game. I thought it is something you might like when listening to why you like legion. The minis are on the expensive side of metal, but the rules are available on the official site as a free PDF. So you could grab some proxies and have some matches. It is of daunting length but you could just start a match with learning the basic actions and expand from there. Note that the game is REALLY designed around cyber punk espionage and sabotage, the manual stresses the importance of dead angles, so maybe get some terrain pdf from Corvus(also free) and fold paper buildings.
I couldn't agree more. I bought 3 core sets. 5 dice sets, and a ton of expansions. I always wanted to buy into 40k, but never did. I went with legion and I am having a blast! I am buying the heck out of this one!
