When talking about national interest one must define what constitutes a nation. A nation/state, cannot be so properly defined without the public. Therefore public interest is the same as national interest contrary to what the good professor is arguing.
You are dwelling on definitions and not the spirit or the essence of these interpretations. Realities are implemented thru the human agency - it changes the definition of nation and public at that point. Public can be misinformed/deficient on information and animated against strategic national interests.

@@Makati172 your point is great but it's too simplified. It lacks a lot of perspectives including history and current reality. Interests can be economic, social or political. You can delve deeper into all those .. drop economic models in there like capitalism and it gets more complicated. Let's use a simple example; a road needs to be built and it goes thru your land .. stretch your imagination and see how complex national and public interests may not be the same.
