As a rule everything I buy on Steam is 'Wait for a Sale'. I like Stellaris because it's probably the most approachable Paradox game. I tried EU4 before Stellaris and just could not get it. Now I'm learning HOI4 and having a blast.
Despite leader caps, empires in Galactic Paragons can end up way more powerful than anything without. Also, the leader cap was part of the free update, so has no impact on how good paragons as a dlc is. If anything, how restricted leaders are makes it even more necessary, since what leaders you do have, you want them to be powerful.

Personally think it's disgusting that they change the system in the base game in a way that necessitates buying dlc for proper enjoyment. Paragons should have been a much smaller pack, only having the new renowned and legendary paragons and civics gated behind pay wall. Everything else should have been moved to base game.

overlord and distant starr i would put them ins the most fun category and would down toxicoid incatch in on sales... And Paragon well most of the feature are free so don't need to buy it... But the update was one of the best honnestly XD and still the new origin is pretty nice so catch it on sales or fun for the most i would put it between those 2
One thing about lithoids is they are better soldiers expecailly with machine empires just to add something good about them even though this still wasn't a good enough selling point for me I'll buy the lithoids probably last.

I would put synthetic dawn above all the other species pack. Its just a completely different playstyle with a solid amount of replayability.

Which also means you are double fucked because you don't have busted leaders but still capped.
Federations did not add the galactic community, it was a free update, federations just gave a few more resolutions you can propose in the community

Galactic Federation makes playing as aggressive "evil" faction almost impossible.

The best way to enjoy all dlc is to pirate the game. Then you can judge them based on their own merits instead of their price
