The scrap buyers are just as guilty they know it's stolen, and they should be heavily prosecuted and all the vehicles used by the thieves should be confiscated.

And that's where things have to tighten up. In a lot of states in the US, scrap buyers have to account for where every ounce of scrap comes from. They have to record the information of the seller AND they have to verify their information with a valid driver's license from that state. And to cap it off, they aren't paid in cash, their money is mailed to them by check and it can't be a PO box. No digital transfers. There has to be a paper trail to shut down major and minor scrap theft.

Honest to God I could never be a copper. All that hard work with the cable thieves getting them to court just to be let off or let go on bail and do a runner back home. The Police databases should be available across every country in the world - if you're from X country and go to Y country, you get stopped and identified easily, as the databases would be shared. That what needs to be done for sure. So you'd have American police stopping someone from Poland and check the Polish database in America.

There's a lot more cars on the road during the day, so that's not surprising. At night, the ratio of cars on the road to accidents will be a lot higher than in the daytime.
Nearly half at night is more than I thought it'd be honestly since not many are on the roads. I still wouldn't say it's safer even though technically the statistics say otherwise. I think you're more likely to encounter a drunk driver - stolen car - joyriders/boy racers at night, I bet most of the deaths don't come from law abiding citizens having an accident.
