No, this vest is meant for BALCS cut soft armor, the IOTV armor wont fit. But there are custom manufacturers, Wilde Custom Gear is great. There is also Beez Combat Systems, and SOE Gear, but i've heard bad things about them both.

Yes, the rear bag will also accept a hard plate.
