I was singing hurray for turn 2 but then I thought of turn order with spd rng and all that and it is kinda concerning and I literally just started being able to play cleave in arena so this kinda throws that out the window.

The op artifact you're thinking of is book 😂 If she's 300+ speed you can just cleave with her anyway because her S2 limits speed it doesn't set speed. Her team will still go in the correct order. Your next unit still needs.to cut the other team tho, so if you cleave with her you need more than 1 fast set. I guess the 90% cap makes it easier for slower players to cut the next unit, but it'll be a coin toss and you can use units that cut on harsettis turn.
It won't be a consistent cleave, because it caps all speed to 90% of hers. So unless your speed tuning between heroes has an insane speed gap, you run the risk of running out of hero order.

And you can run fast harsetti plus ml roana as a bridge plus you other DPS so long as those DPS aren't both within 90% of her speed or that you don't care about turn order. You could also run 310 - harsetti (320 with imprint) 300 - cidd (soulburn) Ml Ludwig Book holder or anchor Assuming my understanding of the wording is correct other units won't be to 90% of her speed, they'll be set to their slower speed so long as it's less than 290 or something. 150 Carmin would still be 150 vs a 320 harsetti
I think Injury as her main 4-pc set is going to be best. Speed set and counter set loses value since she dictates the speed (shes always first). I think for the remaining 2-pc set, anything can work tbh. Effectiveness, Eff Res, HP, DEF, probably all can work.

Harsetti passive will activate once she gets a turn so it's already too late for the seal u can seal the cr push but the speed scale it's gonna be too late just like zio cr push u can't seal that

I think this unit is a mistake
This is easily the worst way to fix speed gear issues just remove the possibilities of rolling 1-2 SPD rolls on epic gear thing become easier to tune.
