False. It doesn’t impact firefighters use of water. In fact the restrictions helped by allowing the water storage levels in the water infrastructure in this area to have more water when this started. Some firefighter teams ran out because the water to these water storage vessels has to be pumped up into these hillside neighborhoods and the pumps could not keep up with the demand of so many firefighters trying to save homes.

There's already been videos of purely concrete homes with fire proof tiles burning to white ash ( although the trees and bushes around the concrete homes are completely unburnt) . In a normal " wildfire " , the liklihood concrete homes with fire proof tile roofs could catch fire is pretty much zero. But this fire doesn't look natural . It is not the governor’s role to step in until a fire becomes a state emergencies that spreads beyond the limits of a county and the available resources.
