If my assumption is correct, the main difference is that the UK gov got involved with the Chelsea forced sale and even what they did appears to be spurious as the main justification for the forced sale was Roman A's relationship (in whatever capacity) with Putin and within the context of the time at which it happened. Perhaps the UK gov used some law or regulations regarding hostile govs etc. I am not sure,. The main point is that there is a huge difference btwn a domestic gov getting involved and using its own laws and regulations as rationales for forcing a sale and the rules of the PL. I would imagine that perhaps the PL could expel City as a club from the PL, but since actual UK laws supercede rules and regulations of private organizations, it is doubtful even in the PL tried a forced that it would actually go through once it was brought into a civil courtroom.
