What they were saying the no claim is made is on the individual single words by themselves. I see a lot of websites using quotes as well and I can't say for sure what people will or won't get away with. As far as monetizing, probably best to stick with public domain unless you get specific permission somehow to use the quote. Regarding websites, social media, etc - while there are still copyright rules around, whether or not it becomes a big deal and people get in trouble is anyone's guess. I see quotes and sayings being used that way all the time and I can't (and won't) tell anyone what to do. I would be especially mindful of trying to monetize these things, though. That's where I believe most of the red tape comes in.

You would need to look up the quote and see if it's copyrighted. I can't say that everyone who uses non-public domain quotes will "get in trouble", but if the idea concerns you, your best bet is to use a public domain quote.
