Well Ryuu was stock at level 4 for yeaaarrs and he ended up wiping the enemy familia alone and by doing so when she raid them inside the dungeon obviously she need to kill monsters. He even later assisted Bell during the fight with a level 5 Black Goliath, Apollo war Game, She even fought with Loki familia to save the monster and even fought Sword Princess level6 with a help of a level boost pseudo level 5, she goes back again in the dungeon during the previous EP, and will be at war with Freya Familia later on. With all of those experiences stocked up she might even gained a Rank: ??? (unknown) status which surpasses a SSS+ rank stat for a level 4 obviously once her status was updated she will jump to high level 5 status and will easily break through level 6.
Funny enough her stats were insane for an adventurer just, last we see were D, D, S, S, S and she spent 3 days at LV 5(her stats during this were G, G, E, D, E) so she could adapt to the change in power before jumping to LV 6, So she did have an large amount of normal and High Quality excelia that she could basically double Level by using the Excelia in batch’s, just had to spend those 3 days so didn’t need over a month to deal with an worse case of the normal body and mind descyronisationn caused by levelling. Also more like several years she was at level 4 because she became one at the same time that, Finn, Riveria, Gareth, Allen, Hedin and Hogni became LV 6 and Otter became LV 7 Which based on the Leving curve she was doing based on word of god that was the same as Ais she would be a LV 6 part way through if she had kept up her levelling at the same rate assuming being a part of a smaller group did not slow it down more. The thing to remember is spending a few years at a level is kind of normal, in fact in terms of her talent it was only slightly more than a 100% increase of how long she would have taken, since Ais who levelled at basically the same rate as her in the early levels, took 3 years at 4 and 3 at 5 and even then she got to use it all to basically catch up to almost where she would have been anyway.

IMAGINE those exp in killing people and helping Bell in dungeons and apollo are now stacked. And plus haruhime buffing lvl 6 Ryu to Lvl 7 is might be on PAR to Freyas LVL 7 Otarl. no wonder theyve won the WAR GAME

I have no idea how Freyas Familia wasn't outlawed to the ends of the earth after what she pulled, all the pain her little mind wiping spell did. I'm saying this from a mass riot kind of scenario, mob justice wouldn't be out of the question at all
They're too powerful and valuable to Orario, they're one of the last line of defense against the OEBD, that's why the guild will often turn a blind eye against all Freya's shenanigans.
Taxes bro, Hestia familia has no funds for that many level 5s and 6s, and even if they did they would be forcefully promoted to A level familia which means even more taxes which they still cant afford

I dont know the specifics since I've only read summaries in discussions boards, but its my understanding that publicly Freya considered as being sent to heaven however in truth Freya had her Freya personality disposed of and she now remains in Orario as her Syr persona. Grain of salt since I didn't read the novels myself but that seemed to be a common explanation by many people.
