No, Miami-Dade requires a #30 base sheet to be mechanically fastened prior to peel and stick. Via FBC you can install SA (self-adhered) direct to the deck, but you need 6" SA along the eaves prior to metal install - I have a video on this. ua-cam.com/video/cqXA3O1XNV8/v-deo.html

Around $30,000 depending on options. There are a wide range of tile and underlayment options... assuming you mean "S" tile as barrel tiles are very rare and expensive.
Oh wow the metal roof company is pushing metal roofs first .I f you are a residential job then it is your pick . Yes your insurance will have a say .but EPDM and tpo and pvc are mainly commercial jobs only and do not warranty residential jobs but shingles/tiles/metal panels will be covered .and the number of companies doing torch down is limited because everyone is going to the other systems offered
We do all types of roofs, if you search the channel this is easy to discover. Torch is the best for flat roofs, it's what we recommend. Single-plies are too easily punctured by careless HVAC companies, electricians, etc.
