The highlights are the high spots, where you would have wear points, so it's the best technique to make the effect believable. I do think your point is fair, but it's a lot cheaper to paint something with cheap rust colored spray paint than the other way around.
Tealeaves and porridge oats make great substitute's if you can get a hold of sawdust! Also used coffee granules from COSTA, they give away their used granules!
Drywall texture would be great if it's indoors, or you could seal it. Stucco texture is probably even better and would weather the elements better outside. Great ideas!
Ordinarily I would agree with you, but for dark scenes, you want highlights exaggerated otherwise they won’t show up at night. Great point for general, realistic painting though. I talk about the importance of bright contrast when doing haunted houses etc. in a lot of my videos.

I would recommend putting the silver on before the rust colors. Rust is always on top of steel, not steel on top of rust. Otherwise, looks fantastic.

TRUE Rust does Not have Highlights... at all.
