Also such a huge key are the absolute dismal Jaguar CPU cores in the PS4.. this game would've never worked in this form on a PS4

When the PS4 was launched, HDDs were very common among PC gamers
A high end PC build in 2013 have 7200rpm HDD.
Think about the fact that games on Xbox 360 were designed around the disc's streaming speed. That how you got Elder Scrolls having insanely long loading times for everything.
So HDDs were completely fine for PS4 and Xbox One in 2013.

What I think sony didn’t mean that ratchet & clank rift apart couldn’t run properly on other forms of drives. Just that it was more optimized for the PS5’s custom ssd. Then of course the hardware your running it on as well.
Sometimes though I wonder if since the PS5 basically has such a fast Ssd and decompression and stuff, if when they designed the game they just went balls to the wall and didn't optimize much at all. Whereas I wonder if they did some optimizing, it wouldn't have been nearly as bad as imagined, but still not being equal to the PS5 version.
considering almost all ps4 games had to have loading screens and/or masked loading through slow sequences (squeezing into a tight passagway), I feel like the sacrifices needed would have made it not worth it. Besides, its clear the entire reason the game is like this is to show off the SSD.

Nop finished the game already and its actualy very smooth.
Im playing this at 1080p 60fps 90% of the time on a external hard drive on my main rig i7 4770 with 16gb of ram and an rtx 2060 6gb and it barely freezes its working great once again thanks nixxes. Optimazation.
Ratchet&Clank Rift Apart was supposed to exploit the potential of the high-speed SSD in SONY's console. It has been alleged that this is a lie and this game is nothing special when it comes to moving quickly between levels.
It's not a lie? It literally loads faster on PS5 than on high end SSD'S on PC.

There is a reason why the PS4 could run many games better than Radeon HD 7850/GTX 750 Ti like God of War. As it more easier to optimize game on consoles.
There is a key difference between console games and PC games. Console games run better after 5 years on the same hardware, hardware that is effectively 5 years old. But PC games almost universally run worse on 5 year old hardware compared to games from 5 years ago.
you misinterpreted that. They were basically saying that the PS5 SSD is necessary and that it couldn't run on PS4, they weren't trying to say that no PC in exstistence could run it as well or better, I mean that wouldn't make any sense.
As Rich suggested in this video, there is "slight" cynicism online about this whole topic.
I wouldn't call it slight cynicism, I'd call it out right denial and intentional manipulation of findings. There is a whole group of people like you on Twitter and YT who are intentionally twisting findings presented in all of these benchmarks, or you simply don't want to accept the fact that this game *requires* SSD + HW decompression chip + PS5 SoC + enough fast pool of RAM + the whole system working in tandem, to achieve the creative intent.
The creative intent is an important phrase here. On RTX 4080 + 32GB DDR5 RAM + 7200rpm HDD there were 14 second stutters in scenes with 2 or more view ports. This is simply not how the game was intended to be played. You can call it "playable" but then you can then call any game on any PC playable, simply because it runs.
I'm sometimes confused whether that person watched the same video as I did when I read comments like yours.
