I can't think about Bruma anymore without remembering the massacre that took place there. Oblivion had a Darth Revan mod where you could find him in a cave near Bruma, defeat him, and then take his mask and armor. The only problem being that he's now the strongest NPC in the game. After repeatedly dying, I let him chase me to Bruma so the guards would deal with him. Unfortunately, he was strong enough to wipe out the entire town guard and any civilians that crossed his path. I've renamed the Silver road out of Bruma to "Revan's Run" since I'm now constantly running away from Revan along that road if I approach him too early. For the record, whoever wrote the mod decided to make Darth Revan a Dunmer. As the new strongest NPC in Oblivion, he clearly honors the Sixth House and the Tribe Unmourned.

For instance, Daggerfall (the city) would be the same for every player across all playthroughs. There's plenty of things to consider when evaluating each city, including the position in the world, the city's layout, presents of guilds, and of course the aesthetic. Leaving them out makes this ranking itself a D-tier!

To me, Vivec is the worst city in Elder Scrolls if not any game in general. Horrible black colour design, 9 almost copypasted islands and inside it's just corridors you immediately get lost in.
