Cambodia is not what it was 40 yrs ago. Its now highly developed and economically, he'll be in demand in the tourism and education industries. There are a lot of temptations there too, but their laws are strict unlike the US. Maybe that's what he needs. There's a large expat community there and churches he can plug into. It's not as bad as the family thinks. He can easily find a life there which can be healthier without his family coddling him so that he falls back into his old ways.
This is the fault of his family for not following up his paperwork. As migrant, we all know how important paperwork is. This system is working correctly.

It's very tragic that this man chose to live his life the way he did, life of crime. But what he did was a heinous crime which ultimately he was sentenced to 20 years in jail. It's not like as if he committed a petty theft crime where a misdemeanor was sentenced. Unfortunately that was not the case. I think we cannot forget that. Deportation is the only remedy at this point that would satisfy the current situation.
He was 22 years old when he committed those crimes. He should've known better at that age. He has to face his punishment now. There are some immigrants who honorably served the country including some with medals of bravery who committed crimes way lesser that were deported such as one whose only crime was possessing drugs for personal use and another one whose only crime was driving without a license and not paying the citation.
