That's because it's an Amtrak-owned facility and likely Amtrak-owned rail lines. The only place that railroad police can operate is on or around the company's owned property. Railroad police are kind of like security with law enforcement powers.
So I was in Canada and because I felt sick you got peremedics but I went to Washington state and know others are moving trucks trailers and they walk and the others side like artica Camara base spits a electrical shock and does are the ones that tells guys to eat the lady's that's a don't so since you guys are on that side take order and make shur they look for all African black nationality in Canada European and Ireland America colleges and put them in a place like a calm jail or therapy for they could talk and stop eating lady's but the guys in does places got my lady girl cousin so don't talk to them there very secretive and use there minds so be very care full

Not impossible. As an example if there is a crime against US citizen in a US ship FBI have jurisdiction even if it technically happened outside of US

I work for the APD out of the 30th street station (Amtrak's station in Philly) and never heard of this agency being anywhere in Philly.

There are dark areas underneath rail cars and the areas between the hoppers on hopper cars are particularly large and dark.
