I dunno. Looking at all the fantastical ships in OP. The ships can just carry a supply of stone. The weird thing is he never uses more practical applications for it. Even just fighting Zoro why didn't he coat his body in stone and then infuse that with haki. Little stuff like that. He wouldn't need much stone to get his ability to work. As long as he has enough to cover the entire surface area of his body it'll work.
Considering Pica made a stone armour for himself that was practically the size of a mountain, and was able to manipulate all that stone to look like his body, I'd say Pica's fruit was already awakened. I feel like a non-awakened version would have maybe let you make a suit of stone armour a few inches thick, and with focus maybe you could manipulate stone in like a 20-30ft radius around you.
Whose to say a previous user of the stone fruit didn't merge all the landmass together, to make the redline, after continent pullers like oars, zuneshia, Floridian shadows, or San Juan wolf's previous df user.
While him assimilating impel down would be bad I think far more dangerous source of stone would be the Red Line, as far as we know it seems to be a super continent that circles the entire planet and is made of stone, even if he could't move the parts that are underwater he could still move enough to lower part of the Red Line to sea level or even a massive tunnel through to the other side and the offensive side, someone like Zoro may be able to cut an islands worth of stone but a continents worth? That's just impossible even by one piece standards.
