To be specific, Wanda's family were unable to live outside the Hex because she had inadvertently tied their existence to the Hex. It was a flaw that Agatha pointed out in the final ep of WV: "You tied your family to this twisted world and now one can't exist without the other" "Give me your power, and i will correct the flaws in your original spell. And you, and your family, and the people of Westview can all live together in peace." The Hex is (not just the dome) is a collection of so many spells cast all at once, but the problem was Wanda had unknowingly tether their existence to the Hex.
Most of the events in this show, when put in a sentence, ends with "All Along". 1. Agnes had Agatha in her soul all along. 2.Teen was Billy Maximoff all along. 3. Rio was Lady Death all along. 4. Jennifer had her powers all along. 5. Billy made the Witches Road all along. 6. Lilia saved her coven all along. 7. Tommy was concealed with Billy all along. Love the reaction!!😊

Are we really going to continue with the "they're not real" conclusion until the end? This show has proven many times that Wanda's children are more than just magical constructs, that they are real in many sense. It speaks volume for how powerful she is for not only creating physical bodies with magic, but also souls. Something that her comic book counterpart was unable to do.
