This cutscene is where Kasuga has a political debate with Kume as part of the Ijincho elections.
This takes place after Kasuga decides to run for officer against Kume in order to get a hand shake with him. This cut scene takes place at hamakita park.

Kume's reaction to Ichiban showing he's willing to go for it is telling. He's faced against the perfect opponent, the very literal embodiment of everything his movement opposes...and instead of facing down against him properly, or even facing him fairly, Kume runs away like, to quote some Grove Street homies I once met, 'a pussy-ass bitch'.

This was so...SO cathartic to watch in my playthrough. I hated Kume from his first appearance, but I was not ready for what followed later on....
