Even if it was limited to FBS plays, I'd give the edge to the ending of the 1983 Egg Bowl. Mississippi State trails 24-23 with 24 seconds left and is lining up for a 27-yard chip shot for the lead. The snap is good, the hold is good, the kick is straight down the middle, no Ole Miss player gets a finger on the ball...and thanks to the swirling winds picking that exact moment to blow from behind that endzone in excess of 40 mph, the kick was still no good, missed short. It would've been good with no wind. It would've been good into a 20 mph headwind. It might've even been good into a 30 mph headwind. But into a 40 mph headwind, no good, Rebels win.

Think about it: if the punter punted it, fell down on it, kicked it to the sideline, threw anywhere past the line for an incompletion, illegally forward-lateraled it, kicked it in the endzone (would have tied the game), simply got tackled after holding on to it, or if any of the Michigan players tackled the ball carrier, pushed him out of bounds, or the guy tripped up running at any point, ANY of those plays would result the in the game, at worst-case, continuing to some degree with MSU getting at least one more play. Only two plays could have resulted in a TD win: punt return for a TD (odds are low), or a block punt/return (even lower) and the punter soft tossed it to them in a panic. It was a significantly crazier play than App State, #1 in the FCS and already ahead in the game, preserving the win with a blocked FG.

What's funny (or not funny depending on who you are) about this is that at least two of the plays that made this compilation should not have counted. The two I'm talking about are the Duke vs. Miami play in North Carolina and the play that happened in Oklahoma. Miami had a couple of blocks in the back during the return but even worse than that was that during the play you can see a Miami player with his helmet off coming off the bench and onto the field (so 12 men on the field) while the play was still happening. The one in Oklahoma if I remember correctly happened during an untimed down. But if I remember correctly by rule (for the life of me I can't remember the circumstances) the untimed down should have never taken place and so that play should've never happened and Oklahoma State should've beat Central Michigan.
In retrospect looking at the catch in the Nebraska vs. Mizzou game by Davison from Scott Frost, that pass hit the ground, lucky for Nebraska instant replay was not incorporated yet. LOL smgdh.....

Holy Buckeye... Perhaps the only highlight of a game Purdue lost that I don't feel bad about. We took the eventual national champion the whole game, held them without a touchdown until the very...very end. One of the best defensive performances of Purdue football, EVER...IMO. It took a hell of a call and excellent execution from one of the most clutch players in Ohio State history to beat that defense.
