I wrestle with these things and think...there must be a better way. Sometimes I give up and it takes days.

Any ammonia free glass cleaner really brightens up the chrome. Such as Windex. A new product that we use and works extremely well on chrome and paint is "Bike Spirits" it comes in a black and pink can and its one of our new favorite products.
They are the same size as stock, but I'm not sure but would imagine you could purchase the Hard Bag model exhaust and it should fit up with the factory hard bags on a chief. Might be a good idea to double check with the dealership though.

If you can get them started working them on in a circular motion with the help of some WD40 will typically do the trick. If there is a minor burr or something catching you can spread the fingers on the neck a little to give yourself some more play once they get started they should be able to easily walk on to the bike and sit in place. They have to be a tight fit in order to ensure you get a good seal at the joint.
The torque specs are the same as the original oem specs and locktite is not required but doesn't hurt for extra assurance. As with anything, you will want to check periodically to ensure they bolts stay tight.
How long can a person ride with these pipes on without reprogramming the ECU immediately? for example if you installed them on Monday but the dealership is booked and won't get to you till the following week ...

Great instructions. Instead of a 6 mm my exhaust shield screw took a 1/4", otherwise spot on. Thanks from a non-mechanic with two left hands.
Indian Motorcycle does have at times two different size clamps.

Im having a difficult time trying to slide the new pipes on. Got the old one off and the new one doesn't seem to want to slide on.

Any bolts I take off of anything, they go back in with Loctite Blue.
No locktite needed.

It really depends what else you have done. If everything including the intake is stock, you should be ok.
Is it absolutely necessary to flash calibrate and program the ECU just for the stage one pipes alone?

Good video but I'm having problems REMOVING the stock pipes 🤬
Try a little WD-40 then have a cup of coffee for 30 minutes and come back. It really will help a lot for baked on pipes.
