The Fire Nation did want to capture Aang alive, to deny the Avatar being born into the Water Tribes and forcing the Fire Nation to search for them again. But if Azula had killed Aang, the Fire Nation would have likely conquered Ba Sing Se right then and there; not to mention it would have been a huge blow to the morale of everyone fighting against them. By the time the new Avatar was of age to really do anything, the Fire Nation may have already conquered the world, and the new Avatar would have really been facing a very steep uphill struggle. If that was the case, I think Azula might have been forgiven. Not to mention that if the Fire Nation did want to capture Aang alive, Azula certainly didn't care, considering she was about to blast Aang's head with blue fire.
