What if the kid is like 7 years old and doesn’t stop hitting to test the "no hitting" boundary? They're too old and I can't physically stop them. Moreover, their behavior is already agressive because their parents spank them. How to calm them down and how to discipline them? Is Supernanny's version a good consequence in this instance?

4 is extremely old to not have impulse control. And to throw a tantrum. Why are people living this way? Why do parents no longer have authority over their kids?
This advice seems more like you're manipulating the kids than teaching them to think

The part of the brain responsible for impulse control largely starts to develop between 5-7yo. So it's a learning process until that age. It can be TAUGHT and modeled younger definitely! But expecting them to be GOOD at it, is unreasonable in my opinion.
