Yes, it is a trigger with two sensors, a drumhead and a rim. Yes, there is a 14 inch snare in the video. The trigger has built-in damping, so it eliminates excessive diaphragm pulls and multiple triggers. It simply helps the drum module a bit. The mesh in the video is multi-layered.
