I really dont get the significance of tuning to C in this... Pavement had some weird tunings
Scranmaster J i read in an interview s.m. liked to tune lower so he could play bass and guitar at the same time. I personally love the massive sound it makes, thats what originally attracted me to their music
Also, the tuning used in this song has the bottom 4 strings tuned the same way as a mandolin (just down two octaves) which creates interesting chord voicings
