I found that the Bull and Horse DTM, or The Race to Victory sets we're a great start. Like you said a little spendy, but both tracks have eight meters of length to them. Happy racing brother!
to me any set can be a starter set, i statred with bull and horse set,added a pitlane and light gantry,then i bought the race to victory set to add even more track, as you can only do so much with one set, personaly i think starter sets should include pit lane, as its a feature on control unit for fuel.to me its essential for keeping users coming back for more,as just going round in a loop without doing anything quickly gets boring,adding a pit stop adds more excitement during racing.
Can I ask you the length and width of this particular layout? Looks like something you could fit on a 4x8 sheet maybe? Really like your videos and your honesty!
I think it's 3 and a half feet wide, not sure about length, although certainly less than 8 feet. It's a short track, and a lot of laps won't register if there's any drift coming out of that turn.

After spending some time with one of the Ford Mustangs that comes in a Carrera starter set, I have to say that I strongly feel the starter set is NOT a good value. The Mustang body model is a poor choice for a slot car because of the fins behind the rear wheels. Had I started with an actual Starter Set, I would have probably returned the entire thing.

Personal experience, start with 1:24, better transformer. Then, switch to 1:32 cars.
