There's also Darth Malak, who ordered the bombing of Taris, which was like a second Coruscant in terms of population, and nearly all of that population was wiped out - although it was Saul Karath, Malak's admiral, who carried out the order.
Naga Sadow and Kyp Durron made stars go supernova. Also, Palpatine himself could earn a spot. That said, the site being sourced seemed not to care about books or comics, so that might be part of it. Palpatine's kill count is low in the same way that you can say Hitler didn't kill anybody. They just ordered others to do it. But then by that logic Tarkin didn't kill anyone, it was that guy who pulled the lever in the death star
Tarkin ordered to blast the entire population of bugs that were helping in the building of the Death star, this happened after Jeddah city. After Skyriff, Death star went for Alderaan but was intercepted by rebel aligned forces that tried to destroy it using the repurposed Lukerhulk battleship. They failed and luke was destroyed by main laser killing the whole crew and a number of escorting ships. This raises the kill count ever so slightly, as by that time Tarkin was already on several billion streak. Alderaan happened straight after.
Shimrra Jamaane was the Supreme Overlord of the Vong (even if he was technically a puppet ruler), and the Vong as a faction was responsible for the deaths of at least 365 *trillion* sapient lifeforms, and countless animals. They outright committed ecocide on hundreds of worlds.

Anakin didn't destroy the death star, that was Luke and Lando. And throwing one old dude down the reactor shaft doesn't make an entire space station blow up
What about Tenebrae/Darth Vitiate/ the sith emperor/ the eternal emperor Valkorian? He cleansed the life off of 2 planets full of republic and imperial alike, forced people to kill when controlling people.
If they included legends characters like Nihilus then surely other KOTOR characters like Revan and Malak have high enough counts. Revan/ Meetra Surik's use of the mass shadow generator took out huge portions of the Republic and Mandalorian fleet. Darth Malak's orbital bombardment of Taris is quoted as killing "Billions of Tarisian citizens" on wookiepedia and given that Taris was a world spanning city like Corusant the death toll would have surely been higher than some of the others on this list.
