It's like how Makima in CSM brought out the horniness outta people with that finger biting scene and such. except Makima from CSM is an actual person visually & she's literally set-up to be attractive & seductive. As well as having power over people and using it. From a personality view yes he is. He is a loving parent and loving husband with a fun imaginative personality. I would love to have a partner like him
The common sentiment is that a lot of people without kids see that Bluey is a lot more than two kids, it's a whole family and there's just as much emphasis on the parents as there is the kids which is why they feel drawn in. Add in the fact that a lot of people didnt exactly get the loving type of parents who were supportive and it's become a comfort show. I've got my kids and they love the hell out of it, but I've found myself hooked in so many times even after my son's fallen asleep xD
