Have you seen 1952's THE SNIPER with Arthur Franz as the crazed PTSD-type sniper with a strong hatred of women (and who is working for a fairly loathesome shrew)? DIRTY HARRY is a rip-off of this tale but - I caution - "rip off" is NOT a negative term. This is more like the flip-side of a rip-off. In THE SNIPER, the city has a considerable population of WWII vets and a good many are Pacific War vets who experienced a far higher level of cruelty and scenes of barbarity than the European war vets did. And the film's socio-political awareness of PTSD episodes has the police efforts considering "treatment" rather than killing this unstable person. That's the 'flip side' that DIRTY HARRY exploits twenty years year. DIRTY HARRY wins all the points for memorable casting and performances. Andrew Robinson is certainly more 'memorable' in his viciousness than Arthur Franz, and Dirty Harry's police bosses (Harry Guardino, 'Mayor' John Vernon, 'Professor' Josef Sommer, 'Police Chief' John Larch) are infinitely more indelible in their roles than Adolphe Menjou, Gerald Mohr and Frank Faylen are in theirs.

Also, consider the societal changes from 1952's post-WWII world vs. 1972's. I think DIRTY HARRY's stark display vs THE SNIPER could have been a constributing factor for Don Siegal and Clint to continue the series - in particular with #2 and #3 films.
